Beginners' Questions How to use Attach Path Path Effect?

    I searched the web, the online docs, YouTube, and came up empty.  The "Attach Path" effect looks like the exact thing I need, but I cannot figure out how to use it.  Where do I find up-to-date documentation on all of the path effects including tutorials?

     

    http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Paths-LivePathEffects.html does not document it.
