Is there a tool in inkscape that would allow me to reference an image using control points so that the image is moved and scaled using those control points?
Basically what I need to do is fit the image shown in the pic into the red outline so it fits nicely.
I don't think Inkscape can do such of this nativly on a bitmap.
Some filters and addons can perform limited alterations on raster images. Maren Hachmann's idea seems promising .
But to really do a quality job bending a bitmap according control points, the better remains GIMP. It's also possible to load (simple) SVG shapes to serve as path in GIMP.
I would also try the bend lpe first (be sure to duplicate the original and hide it, just in case). If you don't need the corners, you could also do a path difference and obtain that shape. I also like using object>pattern>objects to pattern. Then fill your outline with it using fill n stroke (pattern), using the control handles (which you see in the node tool mode). They are usually way out from the design. Anyway, worth a try, will only take a minute or two to test it.
off topic - Tyler - if I may ask, what pgm are you using to capture the mini tut - that works so well! I assume you need a camera to do that and hope my next laptop will have a camera. Also surprised you aren't a mentor - you always provide such well thought out answers to people!

You can clip the image, or you can distort it, I'm not sure which one you want.

If the image is vectors, the Bend path effect should be easy enough:
