In Inkscape
1. Press Ctrl+A
2. Press F1 to activate the select tool toolbar
2. Click the lock icon on the toolbar between the width and height value boxes, to maintain aspect ratio
3. Set the width to be 2560 px or above, then press tab key
4. press Ctrl+Shift+r to match the page to the bounding box.

According to the Shutterstock page, vector images are measure by the minimum bounding box dimensions, *not* the file size.
Scaling vector images does not increase their file size by more than a few bytes.
Now I ve got it, Inklinea you you have been very helpful. I just stared with inkscape and I see where is long way to go. Thanks again.
