    1. How can I set a narrow outline shadow on a text around letters to make it readable upon a background image?
    2. Is there any tool to give automatic contrast for the colour of the text according  to the different details of the background-image? E.g. light on dark parts of the background and dark on light parts of the background.

All paths and text can have a stroke. This is covered in the simple tutorials found in the Inkscape's Help menu.

Yes, the "stroke" was the keyword. It was not even necessary to change the text to path. Only clone the text, let the clone be selected, put it in the deepest z-order and manipulate the line by Filling and outline tool.
