You just need the Selector-tool; hold ctrl to maintain aspect ratio while click and drag from one of the arrows, click a second time onto the image to enable the rotation handles, holding ctrl will rotate in increments which are 15* by default, but can be adjusted in Inkscape's Preferences. The Object menu offers a transform panel if you prefer adjustments by "numbers".

I'm new to Inkscape and I'm stuck on a feature that should be obvious but I'm unable to find any real answers despite my research.

Basically, I want to be able to import images, and easily rotate/scale. The images must remain inside 90° rectangle.
I have been fighting for several hours with pattern, and Node tools, but never been able to make that feature working.
