Stupid question how do I fill an area/region using Inkscape (similar to paint) I see tutorials on using the pain bucket but for some reason, it's not filling the region for me
Using Xquartz 11 not sure how to find the Inkscape version. Mac OS High Sierra 10.13.6
Please download the latest version for macOS. Inkscape runs natively for a few years now and don´t requires X11 anymore.
Maybe you need to ungroup (please check "status bar at the bottom of the Inkscape window) the content before the paint bucket will work but it will do it; check for its properties and its accuracy increases with level of zoom.
Which file? The EPS? EPS is practically non existing on macOS. Make a double-click on it and Preview.app will convert non the fly into PDF - save PDF - which will open in Inkscape.

I downloaded the latest version 1.1 https://inkscape.org/release/inkscape-1.1/mac-os-x/1010-1015/dl/ using dmg and now I can't even open the file.
