Usually the downladed artwork has transparency. I'd use the Document Properties dialog to make the Inkscape canvas appear checkerboard, to get a better look.
The background can be any color and still have transparency, but if it is set to checkerboard the artwork's transparency can be easier to see.
Vector art isn't made of pixels, it is made of paths. Transparency the way artwork with pixels works doesn't apply the same way to vector. There is just svg. I don't know how you convert an svg to an svg with transparency as they are both svg. Maybe you could share a sample svg?
I selected Checkerboard Background in the Document Properties. It works!
I also noted that the SVG file that I downloaded from Pixabay (attached) is made up of several objects. Should I group all the objects before saving a new version of the file before importing it to Open Toonz?
Ok, if the image is verified to have transparency (it may appear to be blocked on the forum until your next post), Open Toonz may not care if the objects are grouped.

I have an SVG file downloaded from Pixabay.and I want to convert it to an SVG file w/ a transparent background for using it w/ Open Toonz.

Oops! I found out that to import images to Open Toonz the images s/b PNG, not SVG. So I did that w/ Inkscape and it worked!
