Is there any way to create mechanisms, like linking layers as if it were a screw, if I move one layer the other one moves too, if I rotate it it moves too, is there a function to do that? or plugin? Please help, thanks in advance. below an example

No, Inkscape can't do that. You would need a parametric CAD or mechanical simulation application to model linkages like that.
