I'm not sure if you mean it is not filling at all ? Or it it has white gaps between the black outline and the fill.
I've tested this image, each area does fill first time by left clicking with the fill bounded area tool (fill bucket)
The fill bounded area tool (in =<1.2), is a visual tool, which is affected by the current zoom level / screen resolution.
It generally does not get all the way to the edges. With an object selected you should always View>Zoom>Zoom Selection (or press 3) to get the best result. (the entire fill area must be visible though)
Fill Bucket has a grow/shrink option - but I recommend to go Path->Break Apart - select the large shape give a contrasting color for a moment and put it in the background - now you have easy access to the smaller parts for assigning colors. No gaps will appear:

Given svg similar to below, I noticed that when I open this in InkScape, the fill ( bounded areas ) won't work on this object.
Is this a know issue in InkScape? It is sort of counter intuitive that this does not work. From end user perspective.

It is working for me now as well. I don't understand but something was wrong. Thanks for the suggestions.
