Is it possible to make a shortcut icon on your desktop that opens a certain template you choose? Or is there any other convenient ways to opening a template?

Sure.  You can make Inkscape open with the preferred template every time, by saving it as default.svg in your user profile.

Or, save the template to your desktop and double-click it to launch Inkscape. Just be sure to save the document as another filename right away.
