No, it's an unresolved bug I think. If I am right, you are using Inkscape Version .9xx and you can resize the box horizontally, but not vertically. The apply button is off screen at the bottom. If you upgrade to version 1xx and load the lasertools for version 1xx it goes away. Unfortunately you then get a "orientation points wrong" error, so you are back to being unable to use Lasertools, which is a big shame, because when it works, it's brilliant, and saves a whole lot of machine time.
