I'm currently using Inkscape 1.2.1 (9c6d41e410, 2022-07-14), and I'm having a bit of trouble with the canvas rotation. It rotates alright through other methods, but for some reason it doesn't like using the scroll wheel as described above. I've tried going into preferences and turning on canvas rotation to no avail :(

Fixed it! I had to close it and reopen it following the change in settings!
