I'm sure it's very simple but I just don't know how to do it.
I have several document with dots. Now I want to connect these dots with "lines" with a shape.

I'd use the Bezier tool and snapping to object centers.
I suggest stepping through the simple tutorials in Inkscape's help menu, to get a foundation in the concepts of vector editing.
Tyler is correct,
Snap to the circle centre - draw a bezier line snapping to the centre of the 2nd circle.
Then choose a stroke that is larger than the circle diameter. Add rounded cap in the stroke style.
The Path>Stroke to path, then set the fill to none and the stroke of that path to the thickness of the belt you want.
