I'm not familiar with "chromebook". If it's a regular laptop, you can install Inkscape on it. If it's a tablet, like ipad, then no, Inkscape can't be installed.
There is no online version of Inkscape (although it would be awesome if there were).
There is a portable version of Inkscape. But I've never been clear about how it's supposed to be used. It looks like it's for Windows though. Here's all the platforms: https://inkscape.org/release/0.92.4/platforms/
