Apparently, way to change the background color is via File/Document Properties and then there is a field called 'Background Color' where it is possible to change the background color. But that has no effect on the background color.

It absolutely does have an effect, but the default background colour has an alpha of 0, which makes it transparent. Make sure to increase the 'A' slider if you want the colour to be visible.
Though I'm not sure that's the background that the OP was referring to.
