I want to bring a line in front of a picture. that's it. how hard can it be? page up, page down, doesn't work. "oject->raise/lower" doesn't work. making it into a different layer and bringing that to the front doesn't work either. I can't believe something this trivial can't be done in with this software. does someone know what the problem could be?

Sure this can be done. Using the keys Home, End, Page Up, and Page Down.
Please share your svg, the OS you are using and Inkscape version.
Could be the object is locked. The Objects dialog will show the status.
