Is it possible to open a txt file that contains specs of a design in Inkscape? In my older machine which uses CS5 it opens up and I can see the design. I get an error message from Inkscape when I attempt to open it.
If you have file extensions visible on your system, so you can see .txt or .ps or .eps.
Just rename the .txt file to .ps
If you want to associate a file extensions in Windows with a particular application ( Inkscape for example ), that is done via 'default apps' in the start menu.

It depends what the .txt file contains.
If you rename an .svg file, for example drawing1.svg to drawing1.txt - Inkscape will try to open it as an svg.
A .txt file can contain anything from a poem you have written to xml data, anything.
I would open the .txt file in notepad and see what it actually contains first.
It contains Post Script 2.0. It has specifications of a 2D CAD pattern that I would like to open in Inkscape to create designs on.
