Half of the circles generated by Interpolation. Draw a star with the right amount of spikes you´ll need and transform to line up the half ellipse. Enable snapping to "middle" and arrange the circles to the edges of the star. Safest way without any distortion on the pattern objects:

Very cool tip with the snap object midpoint setting :) Yet it would be nice for my future uses if the Power Strokes offered this options (manipulation of dots according stroke settings). But anyway: I'm very happy with your instruction.

A thank you again and a little round up: Our conversation have been valuable and very inspiring and hence I eventually ended up with an approach that worked fine for me: A procedure (interpolate with trajectory, see below) with somewhat few steps where I was not certain if a visual element worked or not. Thus it did.
Otherwise I will check out the clone tool and scatter stuff, but this time I got lost in my process: I’m totally unfamiliar with these and couldn’t figure out to redo the mentioned attempt. Otherwise I know that Inkscape is packed with legio hidden useful gems and the clone part is very prominent. I’ll research this further when the actual job is done.
