I've been using Inkscape for nearly a decade now so I'm a fairly skilled user. I've just installed (May) the current release on my new ASUS laptop (Windows 11). I am having issues pasting content to new layers and I'm not sure if it's a bug or some new non-intuitive method I haven't been able to find.
For example, I have opened an inkscape file I created using an older version. I want to move some content of one layer into a new layer. I am able to create the new layer, but when I try to paste (also using 'paste in place') in the new layer, the content is pasted outside of any layer. In the attached jpg you can see the content I cut from Layer SRTM and attempted to paste in Layer Anno (highlighted blue in the Layer and Object panel at right). I also tried to paste content from another inkscape file to Layer Inset and had the same issue. In summary, I am unable to paste into layers. I found a similar issue reported on github (https://gitlab.com/inkscape/inkscape/-/issues/3527) but no solution.

Oops deleted my last post by accident.
Yes, I feel it's a bug.
Workaround is to drag the objects to the layer, or create a sublayer and select that before PiP.
You can also select the objects you want to move and right click "move to layer".
