I have black numbers  1-9 on JPEG file. I used the trace bitmap tool, save it as .eps file. NO problem there. I opened it, they are OK, then I use braek apart tool and number 6 and 8  change and they have fill inside. What did I do wrong? Thank a lot.

You didn't do anything wrong. 6 and 8 (and probably 9?) consists of outer and inner paths. The inner paths defines the holes.

So when you break apart, all paths breaks apart with no regard if they are inner or outer paths. If you use Split Path instead, the holes in 6 and 8 will remain.

I think Split Path is a fairly new feature, so you may not have it if you aren't using one of the newer releases of Inkscape.

If you don't have it you can select the outer path of the number and make sure it is below the inner path, then select the inner path and use Difference in the Path menu.
