I did not find it to be a reported bug, but am tossing it out here to check community knowledge. (Or to teach me my misunderstanding, that it is not a problem.)
Version 1.0.1
1] Draw an object having a stroke, e.g., a circle.
2] Open Fill & Stroke.
3] On Stroke Paint, the HSL Tab, click a hue in the H color bar. Problem: The stroke color does NOT change.
3] Go to RGB Tab, use it to change the stroke color.
4] Go back to the HSL tab, click a hue, and now it is working, the stroke color DOES change.
