GitLab is a web-based project management platform used by the Inkscape developers.
We users can help the project by reporting bugs, but a GitLab account is required. GitLab is free for community users to report bugs. (Developers requiring support may prefer the paid tiers.)
These are the screens encountered when signing up for a community (free) account.
Key points: select "Join a project", and do not select "free trial".
There will not be any request to provide a phone number or credit card for the community registration.

Community users are also able to create a project without getting a request for phone#.
However, choosing "Free Trial" for GitLab Ultimate may result in a form asking for more info including Phone #.
So, it appears that the "trial versions" of paid tiers of GitLab are a path dissuading users from registering and reporting bugs.
A "trial version" of paid tiers is not required to register and report bugs.
