What could be causing this issue?
I type my text go to path, object to path, ungroup, path, union then outset
and my pixels are set to .5 I have used this feature many of times before
and have never had issue until now.
In newer Inkscape versions you can go from text to path>union without the other steps.
It's sensitive to the size, a quick fix would be to just pull scale the object to a large size, do the outset, then pull scale back again.
I will also suggest using the screen or video templates that have units of px and scale=1. Those templates can have the units changed to mm or in, etc. (but let the scale update itself).
Chime back and let us know how it goes.

I apologize I didn't see your post but thank you so much I somehow had the px set to in and for some reason the scale was way up there
I corrected this and it seemed to have fixed the problem.
