I have downloaded the current version of Inkscape for Windows. I installed an earlier version because I could never get it to open and went ahead and installed the newest version. I have done linked offset for text many times but for some reason, it is locked in my pull down menu? How do I fix this? Googleing  my issue and watching videos has not helped.
