When you can achieve these settings with a simple path and Tiled Clones you might convert them into Guides.
Just an eample:
PS: as you can see it don´t work very well with Tiled Clones. For some reason the Guides are having "offset doubles". To avoid that go Object-to-path first - then convert to Guides.
@muteboy72 not sure of your issue. Check preview and you can set various options. I set margins to none in their dropdown. Did notice that you have to click on one of the settings and change and set it back to refresh the preview. UM22.04 Inkscape 1.2
I figured out that it depends on document scale setting in Document Properties. If the scale is set to 1, then all the created guides appeared as would be expected.
I had the scale set to 10, so the guides were created seemingly based on that. For example, creating a 2x2 grid of guides, it creates a small grid in the bottom left. When the scale is set to 1, the grid fills the page.
I need to see if I really need to set the scale to anything other than 1. I export to PNG for printing, so I should just be able to deal with that in the export.
(this is an issue that has been raised before, and is apparently fixed in a future version)

Is it possible to create a set of guides at regular intervals, for example 10,20,30%...etc of the document width?

Another way is to use the Interpolate extension, then convert the objects to guides.

In fact, I have now found an easier solution.....
Set document size that you want, select Extensions -> Render -> Guides Creator...
You can then set custom guides according to the number of rows/columns you want!
Don't know why I hadn't found that before.

User pauljhdrake got it. Use Extensions -> Render -> Guides Creator
Example:
I want to create guides every 0.5 inches for my document (17" x 11")
Extensions -> Render -> Guides Creator -> Regular guides -> Custom
Rows = 22
Columns = 34
Et voila.
