I set a background color in document properties. In the past I saved as PDF and it captured the background color. Today I cant get my file to save the background color in a PDF. I cant figure out if something has changed or if I am doing something different. Does anyone have a suggestion?
I have inkscape 0.92 and my document properties is a different layout than what you showed an image of. I noticed 1.0 is available for download and may need to try that. Thanks
That has always been the case in Inkscape. The background colour is only exported with the png's, not with pdf files. That is very confusing and hopefully the behaviour of the program will be more logical in the future.
*workaround* So if you need a non-transparent background in your pdf, you can draw a rectangle and give it the needed colour. Then you place that rectangle behind your design. Good luck with your work.
There is active discussion by developers on updating the behavior of the background to apply outside of Inkscape. Until then, the workaround is the best option.
I have stumbled across this very same bug. After more than 3 (three !!!) years still unresolved. if someone could have even a tiny bit of common sense and implement a warning when trying to save to pdf.
I am asking myself what is the point of this software. You can actually do nothing with it.
I must disagree with you here. There are many excellent examples in Inkscape's gallery and in other online galleries. Video tutorials on YouTube and elsewhere can help. My first recommendation for beginners is working through the built-in tutorials in [Help > Tutorials].

In the Document Properties, the opacity can be set along with the background color.

I'd try clicking to the right of the checkerboard, it's white, so it's hard to see untill you hover your mouse over it.

Thanks. I just tried 1.0 and opacity is ignored except when exporting to a bitmap.
