Is there any way of getting it back? Honestly its not good to see useful features get removed. It should be the other way around - new features being added.
Yes, the "plus" icon is gone, but the functionality is still there in the form of a drop-down menu. Click the down-arrow at the top right of the dialog to select a path effect. Alternatively, click in the text area and start typing to search for an effect by name.
