Inkscape can't generate TeX files natively. However, there are some third party extensions out there to help you. I found these two, but I haven't used either of them. Beware that many extensions only work with a compatible Inkscape version.

No, but you're not doing enough.

I have installed everything in the instructions. I use LateX on a daily basis. So I have installed textext, and ghostscript, and ghostview.
[Extensions > Text > Tex Text] should open a LaTeX formula dialog. What happens on your system?
To get a LaTeX comment, I need to go to Extensions > Render > LaTeX formula, and I don't get anything.
