ย ย ย I've pasted an image (a screen shot of a software) and I want to apply it some perspective. However, I cannot convert the image to a path, therefore I cannot apply any perspective effect (at least not in the way I've learned to do it).

If the raster image isn't too big or complex, you can use Path/Trace bitmap feature to convert the image in (stack of) paths.
Then apply Paths/Path effects and add Perspective/Envelope effect.
For big pictures, imho, you should better use GIMP.
