i need change that vector file image to parallax but i dont know how to do @@ please help me
Go Layers and Objects... select one layer (all content will be selected) and drag/move with the Select tool to the new location.
But Inkscape isn´t an animation or video editor.
Have a look at Sozi (basically a presentation tool like Prezi but based on SVG files - where you can animate every Inkscape layer independently).
Or otherwise, you'll have to do some javascript animations in the file. Just know that a layer in Inkscape is technically a group in native SVG.
