OK, a bit odd. When I use an explicit path to inkscape (e.g., C:\Program Files\Inkscape\bin\inkscape.exe), the program would launch, but the command line options did nothing. Then I added C:\Program Files\Inkscape\bin to the system path environment variable and now command line options are working as expected. Never seen such behavior with any other app.

None of the command line options seem to work any more. Even a simple 'inkscape -?' or 'inkscape -V' does nothing.
