Is there a way to plot only selected elements? Also how we can exclude plotting elements from pasteboard? I did search all the settings with no success.

Which plotter do you use?
Would you like to cut some more details in the motive, the plotter has still cut out?
Here you need the perfect relation between the zero point of the cutter and the place on the motive to cutting out. Some cutter has cursors to set it at the machine.
Are there different colors to cut out? Here you need a separate file for every colors for some cutter.
I can not answer every of them.
In Inkscape there is a function, object → layer and object. Here you can highlight a layer, but I do not know if every cutter notice this.
To test this problems I have a lot of “Schmierpapier” call in German. I put it in the plotter and take a pen drawing the motive first. So I can see where the zero point of the cutter is and which relation is between the motive and the zero point of the cutter. Some plotter only see the motive not the place where the motive stay on the paper. They get the zero point of the motive. Put it to the zero point of the plotter and started cutting. Some cutter turn the x-aches and y-aches clock wise or again clock wise before.
I have no problem cutting with my plotter. It works out of the box. The plotter I have is very wallet friendly Redseal RS500C. It is 20", 1000 dpi, RTS/CTS, XON/XOFF plotter. Only thing I have to change is to rotate 90 degrees counterclockwise.
My 0 point where the cutting begins is always where I set the knife on my plotter. No problems there as well. From Inkscape I can send to the plotter everything visible. For each color I have separate layers so I can turn on and off depending of color I need. That is also perfect, no complains there.
The problem I have is pasteboard, the area around the page. That should be treated like it dues not exist. If you print current document anything outside the "paper", it will not be included. By that logic same should happen by plotting. Now I need to be extra careful and double check if is anything on the pasteboard. I always have some elements there. One of my suggestion is that exclude pasteboard all together from plotting.
Second suggestion I have to be able to plot only selected elements. Instead of turning on and off layers and plot visible, in the plotter setting should be added another checkbox saying "Plot selected". That way at list for me, will be easier to select element I like to plot so I do not need to play with layers at all. Simply select what is needed and sent to plot.
Other then that I am super happy to be able to do all I need in Inkscape and once I am done simply send to my plotter, Before I use to use Illustrator and then export to CSV and use another software for cutting. Now it is supper simple for me to do my work. After learning curve how to use Inkscape everything become super simple for me after short period of time. This is perfect.

Well I have nearly the same problem, to find out wich area will plotteted.
Wiche is the point where rotate the motive, in a corner, the middel or at a side.
