thanks Victor. took me a looooooonnnnnggg time to find it, but I eventually did. There's a tab under doc prop just for metadata, and that's where you fill in any particulars.
I don't know if any of the choices under the license tab are CC BY SA, however, when you enter the contest, they have a drop down menu where you can select it, so no worries about the license at least.

On another note, I wasn't able to edit the title of the post when I updated it. Seems like it would be worthwhile to make the subj/title line editable, so if it says 'resolved' it doesn't waste someone's time.
Resolved. Finally found it in doc properties.
How do I find the meta data and change it for an svg? (specifically to add comments for the v 1 contest).
Is it in File > Document Properties... > License ?
