There is no option to display labels with tool icons. This would take up too much screen space (in my opinion). However, hovering your cursor over an icon should reveal the corresponding tool tip.

Unfortunately, that doesn't work on touch-screen devices (of which I've a few), and takes an inordinate amount of time when looking for a specific tool in amongst all of the available ones. Consequently, I've asked https://inkscape.org/en-gb/forums/questions/can-tools-be-searched-for/#c80640 instead. If there's no way to do that, I'll file an FR for both.
