After all the installing and removing and testing, I realized that the preferences.xml file was the issue since I copied the preferences file from the old version. I removed python python-lxml perl libxml-xql-perl as well to test it was not the issue. It works now and even faster when I load template files. When I use old preferences file again extensions not working. I don't know why the preferences file is not compatible.
I'm trying to use "extensions>modifiy path>jitter nodes". It doesn't work.
I suspected that Ubuntu only support python3. So, I removed inkscape. Then,

I can't see any result from "jitter nodes" extension.

You should use Inkscape 1.0 via the inkscape stable ppa on Ubuntu 20.04, there is no need to use python2 with Inkscape 1.0
