    I'm trying to perfectly scale down objects to smaller white one. How to do it in proper way?

    I'm not sure what you want to do here. Maybe you want to preserve the height-to-width ratio as you scale your selection. Hold the [ctrl] then [click+drag] the scaling arrows.

    This method is described in Inkscape's built-in tutorials [Help > Tutorials > Inkscape:Basic]. Look for the section "Moving, scaling, rotating".

    Objects can be scaled using the menu Object>Transform>Scale.

    It seems the artworkย could be made in a less complicated manner. Example attached.
