When I click the sizing handles a second time to be able to rotate my selected image they do not change. I can resize the image but not rotate it.
This is a strange one. Can you share an SVG file that shows the problem? Also give some basic details about your operating system and which Inkscape version you're using?
I'd ensure I am clicking on the object a second time, not the handles themselves.
