Are you talking about the bottom of the Inkscape window? Have you been already toggling through View->Default/Custom etc? I can not recreate this with MacMini.
Most likely you´re running Inkscape in Full Screen mode as possible with all macOS apps. Moving the cursor to the top should display the main menu and under View you can "Exit Full Screen":
When using Mac, Inkscape does not have the application bar attached. By left clicking on the inscape window, the Inkscape menu appears at the top of the screen. If you left click outside of the Inkscape window, then the "Finder menu will appear.

No, I am referring to the bar that consists of File, Edit, View, Layer, etc. Since it is installed, there is no that menu. How can I add it?
