When I go into File and down and press Document Properties nothing happens. No dialog opens, nothing. Also, when I try to use the Trace Bitmap command nothing happens either. Has anyone else reported this issue? One of the biggest tools i use in Inkscape is the Trace Bitmap command. I have closed the software several times and also rebooted the computer. Is there a new update I can load? Any help would be greatly appreciated.

This is a new issue. Estimated to have started within the last month or so, since last use. I do not have to load any files. This is happening straight from the start. Should I re-install the software? I wasn't sure if a new update came out and it had bugs in it.
To find the installed version of Inkscape and its helper programs, open Inkscape and then open Help>About Inkscape... there is a red bug button in the lower-right corner that you can click that loads the information, which you can paste into a reply here.
