So, it's been a long time since I last used Inkscape. However now I am struggling with creating a simple object like a circle!
When I select the circle tool and click and drag on the canvas, all I get is a dotted box with a little square on the top and left side of the box and a little circle on the right side of the box? No circle!
I'm sure it;s something stupid, but I have no idea!
Well - not sure what´s up on your side, maybe go Preferences->System hit "Reset Preferences" and restart Inkscape. Let´s see if this helps. Or make a double click on the tools icon to see how it´s currently set up.
Roy Torley here. I encounter your problem a lot and I have always found that somehow I had set both fill and stroke color to none (the X box at the far left of the Color palette). I just set the fill and/or stroke color to some color (not none) and there is the circle, or square, or polygon. With me, it's always a bit of brainware that leaves me brainless for a little bit. I plead Alzheimer's.
I would like to take the outline and have the fill as the Packers logo but i would like for it to cut off the pieces of the logo that are not inside of the outline. Any advice?

Have you set a fill and stroke ?
Click on a colour at the bottom of the screen to set the fill, shift + click to set the stroke.
Have a look at the bottom left of the Inkscape window ( images attached)

Select both - image and stroke/path and go Object->Clip->Set
