I am trying to figure out what tool or tools are required to turn a black and white element into a negative image: i.e. turn a black and white line drawing to a negative image. I want to be able to use the image on a black background as it will be invisible if I use it as is. Any help will be greatly appreciated.

For an image containing vector shapes, you might try [Edit > Select All] then [Extensions > Colour > Negative].
If you have a bitmap embedded in your drawing, select it then [Extensions > Raster > Negate].
