I read here that Inkscape's default zoom level can be changed by saving a new default template. The post is 12 years old.
But this doesn't work any more. Is it a bug? If so, where do I report it?

It works for me in Inkscape 1.1
However, I have found if you have a totally blank unsaved document and then try to save template it might not pickup on it.
I think if you start a new document. Zoom to the level you require.
Then file>save as - any filename you like
Then file>save template ( check set as default template - optional )
