It might be possible to do, but it could take some time. The document has thousands of objects (maybe tens of thousands).
The pdf when opened in Inkscape has thousands of groups, which may need to be ungrouped before conversion to DXF. I'd try to do it in small chunks, and delete any objects not needed.
