I guess I'm that personality that really doesn't look at those titles much. For me, esp if new and not familiar with the forum, would never think that the title way up there at the top would correlate to the community cafe title. But yes, perhaps if larger it would grab my attention more.
There's supposed to be a re-design of the forum with 1.0, along with the rest of the website. I have not seen anything happening about it. So probably won't be with 1.0 release, but it's in the plans before too long.
Hopefully we can put the description actually with the board name.
I think you might have confused our release schedule brynn. There was no Inkscape 1.0 refresh (it would have had to have started years ago). There's a branch for website2, which is an update to django 2.2 and a bunch of other changes, but that wouldn't involve a different skin.
If we did do a new skin, we probably wouldn't redesign the forums, we just finished designing them in the first place. Unless there's a designer out there that only wants to do this one thing, and is driven enough to see it through. But I don't know any.
I was told on multiple occasions (starting shortly after we started building the forum) that a new design for the website was planned to coincide with releasing 1.0, as a celebration, and that a redesign of the forum would go along with that. They said the forum would be made to look more like the rest of the website. I repeated it several times as well, without anyone correcting it. For a while there, everytime I mentioned something new -- oh don't worry, we will do that when we upgrade with 1.0 release. I even saw a chat channel for it, the other day (although I didn't read the backlog).
Personally, I didn't see how any website upgrade could happen any time near an Inkscape upgrade, much less the 1.0 release. And as I said, I definitely have not seen any work on it. So I have not really been counting on it.

Brynn, maybe the name community cafe could reflect 'intro' too. To me it's not clear.
Even if it said 'Community Cafe & Intros'', something along that line.
At the top of the column, when you select that board, it gives a description of the board. And that description mentions introductions.
I probably wouldn't mind of that text was a bit larger. That would make it easier to see maybe?

I think it's reasonably clear what the Community Cafe forum is for. A tooltip in the navigation would be helpful.
