Can we design a wireframe on Linkscape with all clickable links? I need to design a new landing page with all the navigation and links. Here is the demo page. It is possible to design.

Mockups with links can be made in Inkscape, but they will not have the dynamic features e.g. collapsing/telescoping content nor easily added image zoom.

There are better mockup tools found in any number of web authoring platforms, even Google sites.
