I want to return my inkspace to the default settings as if I downloaded it. I've already uninstalled it. I also went to edit> preferences >system>reset and then restarted the program but it's still the same. Am I missing a step or doing it wrong altogether?

Find the Inkscape.xml file - I guess the path can be read out Inkscape preferences and delete. Shut down and start Inkscape again.
