I´m not sure what you're trying to say. There's no raster image (JPG, PNG whatever) in your file aside from an empty text object a group of text+drawing and a cyan rectangle.
Excuse the rectangle, but the "logo" design needs to be converted into a JPG even though I created it in inkscape and did not pull it from an Internet image?
Inkscape can just export to PNG: Go File->Export to PNG image… at the Export tab choose from resolution/Page/Drawing/Selection etc. That's what you're looking for?
I am following a couple of you tube videos on how to create a stamp for the glowforge. One step is to trace to bitmap. After exporting to png it still did not appear in the birmap window
When I open the new window for path to bitmap, no image appears.

If this is what it takes to complete the step of path>trace to bitmap, then yes. Because I think it is not recognizing my file.
For what do you need Inkscape´s auto trace? It's already vector format:
