I am making photo-book pages. in some pages some photos get 90 degree rotated when saved as .pdf. why? and what is the solution?
By the way, I am beginner and doesn't know all terms.

This is a known bug, that has been fixed for the next version due in April. https://gitlab.com/inkscape/inkscape/-/issues/3748
I would try using Alt+B on the images (ensure the resolution is set in Preferences) to make copies of the images inside the Inkscape document. If the copies behave as expected, the original images can be deleted.
