I am trying to make my font thicker, I selected data went to PATH then OUTSET but nothing will happen.  I have tried uninstalling and reinstalling the program 2x to try to fix this, however nothing works.  What am I doing wrong?  I noticed none of the shortcut function keys are working or highlighted either.

You have to convert the text to a path before you can use features like outset. Currently, your text will be a text object (click it with the node tool - you'll only see one node for sizing the text box). So, with the text selected, go to the Path menu and select 'Object to Path'. Click it again with the node tool and you can see the individual nodes. NOTE: once you convert the text to a path, you can no longer edit it with the text tool. It's no longer a text object. It's now an object or a 'shape' made up of nodes.

To outset the text after converting to a path, you'll need to ungroup first (Ctrl + Shift + G), then combine the individual letters (Ctrl + K). Then you should be able to outset.

Would adding a stroke to your text make it thicker, perhaps? This allows the words to stay as a text object.

Finally, if things aren't working as expected, take a look at the bottom of the screen, below the colour swatches. You get some details there on the type of object you're dealing with. If you click your text, it will show 'Text' with some information about the font & size. After it's converted to a path, it will say 'Path'. It's a good idea to get into the habit of checking here, as it can often provide clues as to what's wrong.
