Using Path > Path Effects > + > Offset. I chose Join = miter Unit = 6.35 mm Limit 4
The resulting offset is twisted (rotated) about 5 degrees as if some other path effect was also applied, This did not happen before Inkscape 1.2. I have tried "rounded" exactly same result with mitered corners not rounded. I am using v 1.22 on Windows 10 Home. I upgraded from a pre 1.2 version. Using 2 monitors, inkscape on one, Chrome on other. Next I will uninstall and reinstall inkscape.

The quickest cure is to copy the original path and paste into a new file.
I deleted the default new file document template and recreated the svg. Problem solved. Thank you.
It was a custom template I deleted.
Strange though - I couldn´t find anything in the XML that explains the error.
Open the shared svg-file in Inkscape:
Select all - Cut - Delete viewBox (use XML-editor) - Paste in place
(Force new viewBox in Document Properties X: + then -)
